This was Bill's original post for them I believe.

There is no reason why it could not be made for the those outside the US as well.
i.e. Gram/centimeters instead of Inch-oz.

The price Bill charged over the years did go up - I believe the last batch he made went for $100.
Part of that was the fact that the arm changed and was made adjustable for easier calibration.
