I don't think you're going to find Round Valley very friendly to F1D. The videos of Kagan's F1D slogging around there were rather disturbing. I've flown in sites that turbulent, and it just stops being fun when the air is that bad. Under the new rules with even less power available, the problems will be magnified.
You might be able to get 13 or so with a LPP in there if you load it down with a bunch of rubber and just pound it into the roof.
