I spent several hours yesterday evening trying to locate the documents you referenced. I finally di find the bylaws on the AMA website but had to do a search for "Contest Board Procedures" that is referenced in the bylaws. I finally found what seems to be the latest version (adopted in 2011) of "Contest Board Procedures".
I don't understand why this document is so hard to locate unless the AMA doesn't want the rank and file members to know about it. At any rate I'm attaching it here so we can understand how the board is supposed to function.
