I'd still say that the time to act is now, before the new rules are
enforced. Once they are (Jan 2015), even change back is worse sticking
to the old rules, as during the two years people's models will adapt to
the new rules, and change back is a change anyway.
It is also nice to read Kang's calm consideration of the effects and
benefits of various possible changes, instead of just claiming that the
current set of rules is the best possible and any change is a change in
worse direction.
