The FAI F1D rule changes were done according to the FAI regulations as rule changes are to be voted on in the year of the World Championship. This April's CIAM Plenary meeting is the FAI specified time for the vote and January 1, 2015, is the specified time for the rules to take effect. There is now a two year rule freeze and the next time rules changes can be voted upon (except for rules involving urgent safety issues or indispensable rule clarifications) is during the Spring, 2016, CIAM Plenary meeting (the same meeting for normally awarding the 2018 WC site).
