Although 45 minutes was not achieved for the "old" rules 55 cm F1D, I believe it would be theoretically possible on a warm day at a high enough site.
I believe 30 minutes will be achieved at Lakehurst once the hole is fixed.

I have done partial motor tests and found that it would be possible to do about 45 mins with 0.6g rubber, good air and super high ceiling.
So, I also believe 30 mins will be achieved with 0.4g rubber.
