My best results have been with a helical covering frame. Or more succinctly, it's just a twisted frame. I adhere the film with white glue so that I can position the film on it and stretch it fairly taught (works best with crinkled film). Be willing to let it not be perfectly tight so long as you get get uniform taughtness. The main thing is to have it not distort the pitch distribution, but you don't want any flopping about, which destroys efficiency. I'll add that my frame is sized for just enough film to cover two blades at a time.
