I think the proper course of action is to oppose this proposal on all levels as strongly as possible. Unfortunately I have no idea how to contact the relevant individuals or who they are.
  
 The reasoning presented in the proposal is completely fallacious, and as proof I offer the fact that my F1D test facility is less about 27'x30' with a peaked ceiling such that my models can climb about 12' up. This height is enough for accurate half motor testing for Cat I (my site record on halves is 14:15), and if I wanted to, which I don't, I could make full motor tests of at least 22-23 minutes in there. I don't have any really exotic balsa, just a stack of old Micro-X balsa with a few sheets of True Weight thrown in. Also, I'm pretty sure that OS film remains available for the foreseeable future. That may change, but something else will no doubt take its place. The new SS rubber is so close to 5/99 as to be usable for competition (That 14:15 was on SS), and I've tested it in temperatures up to 120 F with very little reduction in peak usable torque.
  
 Long diatribe, but the bottom line is that as an active F1D flier, I cannot tolerate ideas like this being thrown out there under the guise that we have to do something when it just ain't so.
