They key to the AMA rule is what does the CD think as it is the CDs
decision. I do not think a preformed outline would be part of an
"average kit" so one CD may say yes and another may say no. This also
can lead to complications of a model being legal for F1D but not for
AMA, so for example you fly your F1D in HLS at a contest. If your model
has a pre made VP hub with preformed blades it may be FAI/F1D legal but
if you then want to fly it in HLS the prop may then make the model
illegal for AMA based on who the CD of the contest is.
