$2.00 to fill a 3" balloon, even if inflated to just 30" (8 CF), costs less than $0.25 per CF of Helium. This is very much less than the wholesale cost of helium. That said, one needs to make sure the helium has no oxygen (or air) mixed in. Many balloon shops do this for liability purposes (not to mention cost) so people are less likely to suffocate when breathing the gas for fun.
