That was Bob Warmann - He admitted to me later that it was a dumb idea as the drag of two balloons up top was really bad.
I never said we wouldn't need a tank on-site in order to do top-offs.
But if I can get the bulk of the helium at $2 and we have 300cft on-site, that is enough to top off a hell of a lot of balloons and would be cheaper for all.
