I'll through in an attempt.

"Any model(s) entered into a competition must be constructed by the
competitor. All materials used in the model's construction should be
fashioned from their commercially available form into a model component by
the competitor. If the competitor desires to use materials without
alteration, they may do so, provided that no two unaltered materials touch
each other."

The idea I had was that each piece of wood, wire, film ect. is a material.
Thus, you can use a Harlan bearing made out of one single piece of aluminum
provided that you make your own prop shaft wire and webbing material.
Likewise, if you need someone to machine/form one thing for you can have
that done, you just need to attach it to stuff you made. This rule would
guarantee that something like a V/P hub would have to be at least half your
work and that you would have to put the parts together yourself.

I think that would do everything I want the BOM rule to do.
