Deliberate. yes. Thought-out? Only if "thought out" means to cancel
the meaning of common words in order to circumvent the unintended
consequences of a rule.

The relevant section states, "…all steering shall be done from the
front end of the model and never from behind."

FRONT END OF MODEL cannot be reasonably recast to mean REAR END OF
MODEL, or at least to not mean any part of tailboom, which refers to the
so-complex difference between "front end of model" and "behind of
model". Neither does "front end" even imply "Oh, that's just the front
of any component you choose, including tailboom. Besides, there's
little steering leverage to be found at the front of tailboom just aft
of wing--I'll bet 1 gram of 5/99 that tailboom steering happens from
the rear half of tailboom. The rule needs to be changed to allow
tailboom steering, but to massage meaning to this degree makes a mockery
of the concept "A Rule," or even "an interpretation."

Here's my Orwell Smiles method to steer from rear. 1. Face model's
direction of flight. 2. Then flyer rotates his feet/whole body 180
degrees.

3. Consider that model is now a reverse pusher flying backwards. 4.
Steer from the tailboom, now considered to be the front wing boom. Just
don't forget to walk backwards... but it's really forward relative to
someone on opposite side of earth.
