Getting started with balloon steering

So I did a bit of steering at USIC this year using a balloon purchased from Ray Harlan. There are USIC, helium tanks had been brought in - rented I understood.

For other gases, i.e. CO2, you can purchase a tank and get it filled relatively easily. Is this also true for Helium? Can you purchase your own tank and keep getting it refilled?

Most links I am finding so far are for disposable tanks with balloon gas. Any suggestions on where to start looking for a refillable tank? I assume a regulator and balloon filler could be purchased too.
