Probably several practices will emerge, but for wing spars, I install boron before slicing the spar away from the larger sheet. Motorsticks and tailbooms, boron right after gluing the seam (while you can still put the mandrel inside whole tube.) Can't recommend boron for F1d stab outlines nor for ribs--pretty rare, there. I do put a pair of very short borons at tissue tubes area of stab, for ground handling more than for air loads.
