If it is not written in Sporting Cord, I think it may means :

It is OK if it weighes more than min weight. Timing ends when the model
touches the floor.
If lighter than min weight, one more attempt is allowed (?).

The flight is official and timing ends when the model touches the floor (NOT
when rubber detached).
