Unfortunately that still happens. When I first became a CD (~20 years
ago) there was no such rule, all that was required was two stop watches.
The rules were changed to then two separate timers (both timers had to
be AMA members) and the CD may not be one of the timers. That rule
change was so long ago I can not see any excuse for a CD not knowing it
at this point. Perhaps the AMA should go back to mailing CDs current
copies of the rule books when they send the sanction paperwork back.
