There was a large controversy over this at one USIC years back that I
attended where the stopped upper rotors were allowed as official flight,
flight times went up ~40-50% then people tried to jam the rotor since
the CD allowed it. When I was chasing the helicopter record for Cat 1
at a local gym I had a model that normally would do 6-7 minutes suddenly
do 16 minutes when the upper rotor got stuck then fell out of the tile.
A few flights later I got 22+ minutes and it ran out of turns and was
still stuck in the ceiling tile.
