I looked into this a bit before the world champs in an effort to gain an edge on the competition. I asked a guy who was in a phd program for aerodynamics and he thought that it could work but didn't have a real good reason as to why. After that I did a quick lit review but found surprisingly little information. When I was searching, however, I did see that a small airplane company made a prop that had about a 2 inch tip on the end, at a right angle like you're talking about.
