  It has been a while since I had an Oppegard but I know what you are
talking about as I had it happen to mine. The fix was to replace the
blades, my guess is the cutter was dropped at some point that is why one
spot feels funny. I thought the short term fix I used involved an
adjustment on the rollers. This adjustment controls the tension between
the two cutter faces, maybe it was a spacer or a spring washer that
could be adjusted, I do not recall 100%. It may have even been on the
lower one as the upper was fixed. But if set too loose the rubber can
squeeze between the blades and I recall adjusting mine to get more
pressure between the two blades and it fixed the issue of skipping every
so many inches. But I had to replace the blades to make the problem go
away for good.
