I've used both batches and my conclusions are
10/97 excellent cruise and letdown but low on turns at a usable torque compared with eg 5/99.
7/99 as good as anything else I've had and I am still using it. The 5/99 that I got was good, but so unreliable in terms of holding together that I abandoned it after repeated attempts.

In the file section, Bill had summarized Tan II tests. Looks like Bob Gibbs in INAV 98 tested it. A little less than 5/99. Same as 7/97.
Looks like Carl Bakay also tested it. And it tested average.
