I am confused by your interpretation of the votes. I assumed that a vote for allowing the 50% stab rule only meant you were also voting to not change the covering. I.E a vote for paper covering. If I am correct then there is a total of 12 votes for paper covering Vs. 10 for plastic. If I am wrong, then I need to change my vote.
