I think it would be a good idea to redo your set of rules using a current event like LPP or EZB as a model. You could preserve the entire set of rules that you want and eliminate some of the ambiguities that people are bringing up - like torque burners, biplanes, etc.

If your final rules set okays plastic covering then I would encourage a second vote on what type of plastic would be allowed. While I mostly disagree with Gary's position I think disallowing specialty indoor films would avoid the problem of giving new models an advantage. Gary could keep flying the paper covered models that he loves and still probably beat the rest of us.
