Yes - the wing is flat and the tip plates are vertical.
My own private theory is that the tip plates should be cambered toward the inside. When you stick the Mylar to the end rib the tip plate covering gets pulled inward producing camber in the tip plate. A side benefit is that it also puts tension on the wing covering which helps keep the covering from sagging in the outer bays. I'm attaching a picture that might help explain the attachment process.

I am assuming that the top plates on both wing and stab are vertical, and the center sections are horizontal. And that the end rib tilt that is called out is so that the mylar covering does NOT attach in the plane of the tip plates.
Please correct me if my assumptions are in error.
