The kit manufacturers are going to be thrilled by this. As far as flyability goes the dimensions look okay. The stab span is small. The 2006 rules (40cm wingspan) permitted a 28 cm stab span with no chord limit.

OK, this years rules are out, slightly different twist to encourage
  design variation this year.

While the wing span is limited to 40 cm max, the wing chord is
unlimited. Except you get a bonus at state contests for 6.5 cm max
chord and at nationals for 5.5 cm max chord.

Stab limited to 20 by 6 cm, 20 cm prop, 7 gm max, 1.5 gm rubber.

OK, so my question. How should one adjust the distance between wing
and stab as the chord changes?

I'm fairly sure equations are somewhere on the web to estimate this,
and variations have been discussed in this list. Pointers to those or
appropriate key words to search also appreciated.

  Thanks,
