Here is what I got back from Lisa moments ago as I was getting ready
for Kent I had asked about this.

This is not an AMA fee. This is a fee that NAA & FAI charges to
process your record claim. This fee has to be forwarded to NAA with
your dossier. Up to this point, AMA had been sending the fee and it
was suppose to be reimbursed according to policy. This obviously
slipped through the crack under the old Technical Director
administration.
