Here's the way it seems to have worked the last several years.
If the prop starts out as an assembled prop, you can do almost
anything you want.
If the prop starts out as a kit, you can't use it.

For example, the 'kit' one vendor offered that had the Ikara shafts
and blades seperate was ruled 'illegal'.

Taking a complete Ikara prop and cutting the prop shaft completely
through and regluing to different pitch or diameter has been
allowed. Regluing on a blade that comes loose has been allowed.

Note, I'm not trying to say this does (or does not) logically follow
from the words of the rules, just as a practical matter how its been
enforced.
