For practical purposes, NO. By "practical", I mean "among those who
know what it takes to be competitive." Dope on water went out decades
ago. Of course, you may find the occasional online eager beaver who
wants to share his experiences with pouring dope on water, but not
knowing any baseline concerning how "good" microfilm behaves or
  weighs.

Last I heard, good microfilm solution is still available from Orsovai
Dezso, Hungary. I'll put ordering address in Files Folder "Where to
Get Stuff" but can't do it for a few days, out of town. Anyone else
  feel free to post info.

Microfilm is legal on Hand Launch Stick, AROG, ROG Cabin, Open
Pennyplane, 35 CM, F1d (and maybe F1M?) Not necessarily practical on
  classes having minimum weight, however.
