What rule are we trying to interpret? I can't think of any rule that applies to this case. Often
a rule set can't anticipate a "problem" it becomes a problem. For example, there's no rule
that says you can't haul winding equipment and a stooge out to the middle of the floor to
wind model out there for contest flight, but if everyone did that (cough, cough) seems the
launch area would become an unpleasant mess.
