Last year our team took advantage of the 06 WS loophole - no limit on
stab chord. With a very long tail boom and a 10 cm stab, our team
easily had the longest flying time at a major SciOly state finals, but
got second because the ribbon wrapped around the stab on both flights,
after it fell off the motor stick. Our team flew a Cezar Banks
monoplane design for 06, avoiding all the difficulties of trying to
build a biplane to minimum weight and correctly trimming two main
wings.

This year at both our regionals, and State finals in Wright Stuff, as
in previous years, the judges had a gauge consisting of a main balsa
stringer with various cross-pieces and end pieces, that you simply held
up to various parts of the plane to confirm compliance with the rules.
I did'nt see anyone disqualified for having too much span, chord, etc.
Plus they had scales that measured to one thousandth of a gram for the
planes and rubber motors at our state finals.
