There was a joke told in the Boston Area.

MIT is on the Northern side of the Charles River. A short ways along
the river there was a grocery store. A little further up-river stands
Harvard. A student gets in line at the 12 or more.at the grocery store
with a cart full of stuff.

The checker looks at the stuff and looks at the student, then says,
"Either you from MIT and can't read, or you are from Harvard and can't
count."

My bet is that students just aren't familiar with a set of rules that
must be followed. Unless someone is deliberately trying to cheat, if
they know and understand that the rules will be strictly enforced they
will make sure that they obey the rules.

Having said this, I've seen models flown by experienced flyers
disqualified at events because they violate the rules. Sometimes it's
just a mistake, or an unexpected change that changes the dimension of
the models. A couple times there was general surprise when the modeler
was told of the violation.
