Precedent at the last 3 World Champs has been that O-rings may be
removed and lube wiped off when the motor weight is checked. That is,
the O-rings are considered to be part of the model weight. The same
goes for wire spacers if they are used instead of O-rings. We follow
this precedent at the US Team Finals.
