The rules for F1D and F1M are in the FAI Sporting Code Section 4, found here:

The motor must be lubricated when weighed, but nothing is said about
O-rings. Presumably you could bring the lubed strips in for weighing and tie them
around the O-ring when you put them in the plane. Presumably the O-ring could
be regarded as part of the plane, so put it in the plane when the plane is
weighed. Otherwise it would be over the minimum airplane weight.
