   sites where the air handlers can' be turned off for one reason or
   another. I have seen more than once where a site looked great
   except for that problem. I was told that the computer that
   controls the system for the building was in another state!

Ray Harlan organized a Cat 1 record trials at the hockey building at
MIT. The air conditioning was turned up high enough that you could fly
a kite in there with no problems.
