So, it appears that the reason the arena lights will not be used is a cost issue. It would have been helpful to know the cost of using the lights but an estimate of the cost can be made. Public pictures show about 96 lights on each side of the football field for a total of 192 lights. Let's say there are 200 lights and each light uses 1000 Watts as Don D. states. At the cost of $0.15 per kilowatt hour, the 200 lights would cost $30 per hour in electricity costs to operate. This is probably an over estimate but it shows an approximate upper bound assuming all the banks of lights are turned on.
The organizing committee is bulking over this amount of money. Renting (or buying) anywhere near enough lights will cost tin this same neighborhood and those rented lights also use electric power. At east we now have a fund raising goal is nothing else stands in the way.
BTW, the lights at Kibbie and Johnson City are similar in wattage and in needing a warm up time (The Rantoul lights are probably less wattage per bulb and their warm up time is probably faster).
