Hi Don,

When Larry Norval and I went down there three years ago, Steve Riley explained how it worked (if this was not a story). He said that there is ring of bolts at measuring height and these give a cat III reading. Remove the bolts and you now have a cat IV reading.
Maybe someone can elaborate on this. iIf this is true it is possible that the number is being rounded off.
