All the points (and more) that Joe M brought up were part of the discussion before the rule change was enacted. There needs to be some accuracy standard and one part in 10^4 was adequate for indoor duration flying. However, the FAI/CIAM standards apply to all CIAM purposes. The one part in 10^5 standard is reasonable and can be met with low price commercially available stopwatches. The as yet unresolved issue is how and by whom the calibration can be done.
