The same way as enforcing the BOM rule - it is a code of honor.  In
practice there is no way of stopping using models built by someone else,
but as the BOM rule stands you can (should) expect all competitors
follow it. The same applies to banning a purchased VP hub. Which rule,
IMO, should be explicitly stated.
