Don,

 Your reasoning for wanting to eliminate the BOM rule for Indoor models so that Indoor FF will grow rather than continue shrinking is not based on observable facts. And, it appears to be based on the notion that most of those who want to fly either do not want to build or are not capable of building good flying models. This is most assuredly contrary to reality.
 

 Let me give you just one example. Aside from F1D being one of the most popular indoor classes at this time, at the recent Jim Richmond Open, seven (7) self built F1D Jr's were flown. This was in spite of the plans only being available for just over three months. The seven entrants included three juniors. Compare this to the 2017 Nats where seven P18's were flown, many of which were build from kits. The specifications and AMA rules for the P18's had been available for well over a year at that time. I am of the opinion that this shows the attraction of a model designed to fly well and to be easily and quickly built from readily available balsa. Compare this to the P18 that was designed to fit into a ten ream paper box and requires a prop that can only be purchased, by the rules, from commercial, for profit concerns.
