I think what's happening here is a concept in Sociology called "normalization" (I just Googled it, so I'm clearly an expert)

 Basically, the concept of using purchased VP hubs in competition has sat in people's minds long enough that they now accept it as "fact", whether they agree with it or not.
 

 It clearly doesn't fit with the existing rules, though. You can beat up the messenger as much as you want, but the uncomfortable reality is that the rule either needs to be enforced or changed.
