I argue the exact opposite. This is about enforcing an existing rule. The WC is not the place to allow a clear violation. There may be debate over a moulded carbon tube, but nobody can honestly say that a VP hub doesn't involve a significant amount of building

Your concern is with people who may be planning to bring purchased hubs to compete with, but there are also people who built their own. Should they be forced to compete against models that don't comply with the rules? The time they spent building hubs could have been used for other purposes, such as test flying or making motors

If someone wanted to compete with purchased hubs, they should have worked to change the BOM rule long before now
