Cliff Hiatt is the AMA contest board coordinator. Here is an email I received from him today (with his permission):

 Mr. Gowen,
 I’ve contacted Tony Stillman at AMA about this issue. The proposals were un-intentiaonally put in the IFF proposals by mistake, they are indeed categorized as General proposals. Since then, Mr. Murphy has withdrawn them for revision. Once re-submitted, Tony will send notice to all CCB chairs for action, as per CCB procedure(s). I have asked for a thorough review by each, including responses as to which disciplines might be affected.
  
 I will continue to monitor the issue.
