The JRO was setup as a single class contest. I do not recall, during the internal discussions, who brought it up first but the final decision, by vote of the WC organizers' executive subcommittee, was F1D only. But, we also knew that A6 and F1L models, among others (LPP, etc.), could meet the F1D rules if flown with 0.4g motors and, for some planes, a bit of ballast. Such planes were thought to pose a risk to the F1D's that needed to fly without damage during the JRO (as they would need fly in the subsequent WC). So, we set out to set some minimum span, chord, and prop dimensions as well as maximum weights (with motor) to make things clear and open.

 Our hands were a bit tied when we learned that a non-USA junior had planned to fly an F1D built to about the dimensions of an LPP at the WC. So, we set the minimum dimensions to a bit under those of my F1D Jr. plan. The maximum weight was chosen to be just a bit more than the weights of the US junior team F1D's as flown at LH in September.
 

 The intent was not to encourage rank beginners to fly at the JRO but to set some reasonable minimum/maximum for the planes and for the safety of the WC planes. The upside is that some experienced fliers, both junior and adult, who might like to fly at WB this year could easily and quickly build a plane that met the F1D rules. Thus, I posted my F1D Jr plans to make this easy to do.
 

 We realize that past WB contests (and others) have successfully mixed classes with little or no damage to the F1D's. But, many world class fliers are not happy flying F1D's with other classes. Also, given the preliminary entries for the WC, we now expect more than 40 (full size) F1D entries for the JRO. This may be the most attended Spring WB contest since we started after the Hotel reopened. The atrium air will be crowded as is.
