The final vote was done twice. In the first time around you had to rank
the choices and only one could pass. On the second vote you could vote
in favor of any or all of the proposals. I voted in favor of all of
them. Then there was a bunch of discussion about what the final rule
would look like. At that point I lost track of what was going on.

That's my best recollection of how it went down. It may not be correct.
