For local contest in the US, would it be possible to put an addendum in the rules for that contest so that an FAI license number is not required? Would something like that negate any records set? If not, I see no reason why the local contests could not work around that rule.
For a national contest like Kibbe, West Baden, USIC, etc, I would think that following the FAI Rulebook would be necessary, but for your local weekend gym session, I would hesitate to enforce things that would decrease local participation.
