Kibbie Dome hotel update

Several people have asked, so I wanted to get an update out about the hotel
situation in Moscow next year. Unfortunately the University Inn is hosting
a large convention so they're completely booked for most of the contest
days.

I'm going to check around and see if I can get a group discount at another
hotel in the area, but if you were waiting for a discount code to book at
the University Inn, I don't expect it to happen this year.
