The small tail requires little dihedral. Dihedral reacts to side-slip,
created thru adverse yaw, and the small tail allows more yaw and therefor
more slip angle.

  If your choice of a scale subject has a large fin, you can hinge the
rudder in such a way as to reduce it's effectiveness, essentially making it
smaller.
