I've used the Alene's FunCraft Foam Glue from Michaels's Crafts to attach produce bag material from Walmart to Balsa. Chuck Markos recommended it to me and used it on his tow line gliders. The glue is water based and can be diluted, but dries to a rubbery film. Other tacky craft acrylics should work too.
 

 It's true that getting a non wrinkled surface is not easy with produce bags. A simple frame to transfer in might help.
 

 The stuff can be used, with a little practice.
