 This is an interesting point. If this is in reference to USIC 2015, then no, the contestants were not given completed airplanes. They received kits and built them out on site.
 

 But an interesting point is to be raised here. What is the danger of nixing BOM for this event? It is, after all, a beginner's event. I have no desire to fly it, but even if I did, it wouldn't bother me one bit to be competing against bought airplanes. If the whole point is a low key beginner's event, being able to hand out airplanes wouldn't be a bad deal. Of course this comes back to my concern with having it be a recognized AMA event in the first place, but that's a moot point now.
