The voting hasn't started yet. Here is the schedule (copied from the AMA
rule book) followed by some info that hopefully helps define what
happens at each stage of voting.

The following steps happen in EVEN years for Indoor Freeflight
(proposals may also be submitted all year in ODD years)

/Jan 1 – Mar 15 Accept basic rules change proposals. Review of proposals
as they are //

There is some room for misunderstanding about what happens in each of
these phases. To clarify I sent the following questions to Tony Stillman
2 years ago. His responses are in red:
